“Planning for Average…Preparing for Extremes” - Water resource planning is built on averages… average annual precipitation, average annual streamflow, average low flow, average water use. However, extreme events do happen and they can have long term effects on managing water, wastewater,storm water services,infrastructure, demand, conservation, and water quality.
