The Administration remains strongly opposed to Congressional "riders" in the FY17 appropriations cycle. But this is not discouraging House Republicans from requesting riders on a variety of issues including the attached, which is a letter to the House Financial Services and General Government Appropriations Subcommittee. The letter requests an FY17 Rider with regard to the Federal Flood Plain Management Executive Order issued by President Obama in January, 2015.
This is Executive Order 13690 and the signatories request that the Financial Services Appropriations Committee include a rider prohibiting the spending of any FY17 funding to implement this Executive Order. This is a complex topic which can be boiled down the simple assertion that EO 13690 could well impact up to 40% of our national population because of the Federal authority it exerts over local planning decisions.
This just one example of what will be multiple attempts to include "riders" in the various FY17 spending bills considered by the Congress. Since many of these attempts will impact water supply in the Arid West, we will work to keep you updated as these issues develop.
