WESTCAS Associate Members
The WESTCAS Associates Committee is composed of consultants, lawyers and researchers with principle areas of practice in water, wastewater and water resources. A primary objective of the Associates Committee is to promote research and application of technology in solving problems facing WESTCAS members. This includes providing presentations and information on emerging and applied technologies at WESTCAS meetings, giving testimony to support research, and providing data for WESTCAS initiatives. The Associates Committee also provides financial support for various WESTCAS activities. The strength of the Associates contribution to WESTCAS comes from the variety and number of projects Associate members are involved with throughout the Arid West.

Best Best & Krieger LLP
Established in California more than 125 years ago, BB&K’s water law and government affairs practice is deeply intertwined with the evolution of water supply and quality in the arid West. In the 1930s and 40s, the firm was instrumental in the development of California’s State Water Project. Later, a BB&K attorney served as a United States Supreme Court special master for an interstate water dispute between Kansas and Colorado. More recently, we helped shape California’s Proposition 1, which authorized issuance of more than $11 billion in bonds to overhaul California’s water system, and were involved in drafting California’s Sustainable Groundwater Management Act (SGMA).
From environmental issues to water rights, water quality, wastewater recycling, sewage treatment, stormwater and solid waste management systems to infrastructure development, permitting, construction and finance, BB&K professionals are experienced in handling the issues that Western water agencies face. We advise cities, counties, water districts, public agencies and private clients, devising innovative and cost-effective solutions that help our clients navigate all legal and regulatory requirements.

Carollo Engineers
During our 80-year history, Carollo has successfully completed more than 15,000 projects for public sector clients. Carollo is currently ranked within Engineering News Record's top 100 design firms. More importantly, ENR's annual Source Book ranks Carollo among the top firms for water and wastewater treatment plant design. Unlike our competitors, Carollo provides only water and wastewater engineering services. We recruit nationwide and hire technical staff who have extensive background and training specific to this field. For that reason, the quality and professional standing of our core group of wastewater and water professionals equals or exceeds that provided by some of the largest engineering firms in the country. GEI Consultants, Inc.
GEI Consultants (GEI), founded in 1970, is a privately-owned, multidisciplinary engineering, environmental, and planning firm. GEI has an established, preeminent Ecological and Environmental Planning Practice with staff that are recognized experts in the evaluation of water quality and ecological standards.
